Both are correct. They mean on Saturday or on Sunday, or both on Saturday and Sunday. The only difference is which region in the world native speakers use this expression more often. "On the weekend" is more often used in North America - the USA and Canada, and Australia. "At the weekend" is more often used in the UK, Ireland, and New Zealand.
Both of them are correct , but (at) is British (on )is American But don't forget when we talk about day mostly use (on) ,also for duration use (in) .
