It was created by the songwriters for the "Mary Poppins" movie, and it became a popular catchphrase. While it's not in any traditional dictionary, it's considered a word because it's used in a meaningful way and has entered the popular lexicon. Kind of like the word "selfie" - it's a new word that didn't exist before, but it's now a part of our language.
