In English language, if a sentence doesn't have a verb, the sentence is defined as "Definitive Sentence". For example "My name is Arda", "I am 28 years old" etc. In the sentence "He is beautiful" there is no verb that indicates an action. In order to make a sentence passive, we need to use the verb in a previous time window. Therefore, "He is beautiful", can't be made passive directly. However, if we add a verb that gives out the same meaning, we can make a definitive sentence passive easily. Being beautiful is "considered" or "seen" by other people. In this context, we can use "He is considered beautiful" as a passive sentence.
