No. I usually find personality changes when speaking a different language. It’s because of cultural norms and traditions. What may be acceptable in one language, may not be in another.

That's most of the times true. At least, it has happened to me. I think it's because when you speak in your native language you have more confidence and almost everything in life like the way others perceive you depend on how confident you sound. But we don't know all the people in the world and how they function.
I haven't heard or seen my students change their personality when they started to change their accent to American from their mother tongue.
I change when I switch to different languages. My attitude changes depending on the language, but not based on my accent in English.
I have not come across this situation yet. Accent comes predominately from the language he learnt from his surroundings. First, from the family, then his friends in school. I have not come across anyone from changes in the personality.
