This is a tricky one. It is an idiomatic expression and may mean [depending on the context] more than just a few things but less than a large quantity. It can also be used as a euphemism for terribly much; e.g. "John had quite a few pints last night" would be taken to mean that John had, in fact, consumed a very large quantity of beer and as a result was very intoxicated

I think it's quite a lot, but there could've been more, e.g I have quite a lot of money, but it's not enough to buy a yacht! lol.
