Grammar is a regulation of "How to put words and phrases together." Anyone who has more knowledge of this regulation speaks more correctly. This is the nature of languages that, after unifying the sounds (which needs its own knowledge) and after the birth of words, the need of having a rule to tell us how to put these words together is something undeniable.

Grammar is a way to explain sentence construction. eg: the order of the words, the tenses and phrasal verbs. It's a bit like music theory.
For me it is a subject. And I will define it as "the study of a set of basic rules to learn any language". Agreed?
