One of them. What would you do if you perceive there is no incentive or drive from your pupil's side?

Maybe try to talk to them. Maybe there are other factors, such as work, family, etc... also, it would be better to incorporate or integrate your lesson to student's life or situation. Students would like to talk about themselves, actually all people are :)
Talk to them and understand what they like and try to incorporate that into your lessons by asking interesting topics.

Start testIf the money they pay me is not enough of an incentive for them, I'll simply keep doing my job, and keep my door open for them to change their outlook on learning. They are adults with perfectly capable rational minds. They are in charge of their own mental facilities and functions, I am not going to hold their hands and keep persuading them to take my classes.
I would engage them in different activities. On a normal circumstance student can become demotivated for varies reason everyday is a different feeling, hence you will need to know your students their background and then you can know how to motivate them.
Push them, make it obvious than learning English is more than just taking classes with you and improvement they will see from that will be very slow.
It depends on their age. If the student is a teen or adult, I would talk with them about their goals and how class time can best serve them. If it’s a child, I would look for a more engaging activity, a different game or a different topic.
