There are certain times when translation is acceptable - for instance when giving instructions, but it also depends on the level of the student. For lower level stduents, translating is more helpful, but higher level students not so much. Having everything translated into the mother tongue is not conducive - learning a langauge employs different parts of the brain and simply trnaslating doesn't fire up those parts..
Approaching bilingualism is better for those who got lil grasp on L2 . If you encounter such students go for it but if students got a proficiency level on English then there is no need to explain anything in their respective mother tongue.

It depends on the objective of the translator; if the objective is to help a student learn quickly, it can work but trying to learn by thinking in another language complicates issues.
