I'd say it's less poisonous because once it passes its best before date meaning the date at which it works best at then it's less harmful.

In most cases the potency of the poison becomes less harmful.
When poison expires it becomes less poisonous or harmful simply because the chemical compounds in the poison can break down and become weaker over time reducing its effectiveness.
