In speaking because they feel hesitation while speaking.
Students find problem in Listening and speaking because for a non native speaker it becomes a challenge to comprehend what a native/ foreigner is saying and they feel hesitation or due to lack of confidence put their production level 1 steps back.
There are several things, but what i have seen over the years is the syntax of prepositions, pronouns etc...as some even completely don't even use them, for example, " i go him home " or " me come home " , therefore key emphasis must be given to those.

The most difficult part of learning English is pronunciation. A lot of learners find it difficult to articulate sounds.

In my opinion , Speaking as it's often more complex - especially in regards to whereas it could be linked to memory , confidence and even factors such as whether an individual is an extrovert or introvert etc. thus could influence the way they speak , however not a true reflection of " how well they can actually speak".
