Regardless of where in the world you are, describes the weather, in South Africa, it is winter, but today is insanely cold, snowing in some parts of our country, but where we are, we only experience the icy cold , no snow.

"What level of weather" is incorrect English. You will simply ask "What is the weather like?" or "What weather are you experiencing currently?"

I live in Cape Town, South Africa and we have a Mediteranian climate which means it rains in the winter. Luckily, with the cold front we are having now throughout the country, we have a little bit of sun before the rains start again.
It is winter in South Africa at the moment and today is the coldest day since winter started ,with snow in some areas. However where I am we have never experienced snow as it is one of the hottest places in the country ,therefore we just have low temperatures.
