My understanding of this statement is 2 fold, 1. On the rocks , is used for using ice blocks in a drink to cool it down, but the rocks eventually melt and turns to liquid, likewise the same statement can be used for any situation that appears to be unstable and starting to crumble or breakdown to nothingness, such as a marriage or relationships.
