What is the difference between tear up and teared up?

Tear up is what you need to do. So it's Future tense. 
eg. I will tear up my papers later.

Teared up is what you already done. So it's a past tense.
Eg. I teared up my papers yesterday.

It is always relevant to take into consideration context  for pronunciation hints  thus in the case of “tear up and reared up “so that  you don’t get confused .Tear up is a phrasal verb which is used to describe an action of damaging ,removing or making an opening in something . However, the past tense of tear up is “tore up”..
Now let’s see this example:
1.The baby tears up when she sees her mommy leaves (present)
On the other hand ,we use Teared up in the past tense to describe tearing up .
Example 2. The baby teared up when she  saw her mummy leaves (past).
Therefore literally, it is relevant to know that tear up is used in a subjective form in relation to present tense whiled teared up is used in the past tense.

Tear up is when you are cutting a material thing into pieces. Teared up is when you are crying.
