"In behalf of" is used when the meaning is in the interest of someone else. For example , a medical decision would be made in behalf of the patient. " On behalf of" is used when speaking for someone. for example, you would speak on behalf of your family.
"In behalf of" is typically used when the person it is referencing is unable to answer for themselves and is int he interest of said person. Whereas "on behalf of" is used when speaking for another person, or group of people.
In behalf of is used when something has been done in favour of someone. On behalf of is used when someone replace the other one.

Start testI have have used “in behalf of” and don’t consider it to be standard English. “On behalf of” means doing something for someone else, particularly if they are unable to do it themselves

"On behalf of" is used for both meanings in British English (described by Muhammad in his comment). We don't use "in befalf of". The dictionary states that "in behalf of" can be used in American English, but as I'm not American, I'm not sure if they use it for both meanings, or just one of them.
