I am chilling can mean many things 
It can mean I’m relaxing, I’m taking a break or I’m cooling off.

Think of the time you decide not to worry or think of what's do next. Rather, you spare yourself some time, go buy that ice cream 😄yeah! 
Get a coffee, laugh or sing if you feel like singing, rejoice as much as you want and say words like "wow, I feel so much relaxed after I had that coffee, or ice cream or after singing for a little bit." 

That's what chilling means, not entirely being happy but feeling a bit free.

It means relaxing,having a good time or some me-time.

It means relaxing and enjoying the moment :)
