How old is learner and what level is learner at? This will then teachers to recommend books, my learner loves reading, but not English, so i gave her the list of audio books.
An Oxford Dictionary. A real one with pages!

To improve vocabulary and idiomatic speech, you cannot just pick up a book. The best way to build vocabulary and knowledge of idioms is to speak, speak and speak. Reading about something will not mean you will be able to do it. To improve your vocabulary and idioms, you must speak, there is no other way.
I think it depends on the learners level. but I recommend Ulysses and word power made easy.
