We use shall and will in future tense. The traditional rule of future tense says that shall is used in the first person (I shall eat lunch) and will is used in all other persons (you will eat lunch, she will eat lunch).
We can't say " shall they leave" because simply this isn't an offer. It is more like an invitation to do something with others people so you have to be included in the sentence. It is used exactly the same way we use " let's" Examples: shall we dance? = Let's dance Shall we go? = let's go
Shall is a modal verb, but it is used for future tense. However, it is still more formal than will :)

Shall is more of a suggestion whereas will they leave or will they live is asking whether something will happen or not since there is uncertainty. So to use shall is more of a suggestion or proposal. "Shall we dance". Almost like should we do it? Is it ok? Hope it makes sense, good question!
shall used as question form of will for I and we only - shall we go/ shall I go and will they go?
"Shall we?" implies that the person you are asking knows with certainty whether you will or not, "Should we?" is asking whether you should, whether it is advisable. It is not totally wrong to never use shall in a question but it is rare, it is more common to ask "should we" in most situations.
The word " shall" is used to show strong intention about an action that will happen in the future. "Shall: is more informal than "should".
