Hi dear! "Turn over" means to flip something so that the other side is the visible and top side. "Turn out" refers to the result of something.
Turn over is meant something in rest and suddenly it gets started and turn out is meant to get out of something
When you say someone has turned over a new leaf, this means he /she has made a change to behavior or habits in a positive way, or as Robert Pickard said, turnover as in profits a company or business made. Turn out is used in 2 ways , one is turn out of the number of people in attendance, like gathering, concerts etc., or again as Robert said, it could mean empty your pockets

Turn over is a phrasal verb meaning the amount of money which passes through a business account in any particular length of time where as turn out refers to the amount of people who attend a particular gathering. Also the obvious: to turn a steak over or to empty one's pockets out.
