There can be opportunities to be added [by somebody] to the material. This sentence is passive and though the doer of the action is not written, it is implied that somebody does the action.
Because it's a passive sentence. As it's known, a passive sentence is formed by 'be + a past participle (V3)'. Since a preposition 'to' is used in this sentence, we must use the basic form of 'be' instead of be in present (am, is, are), be in past (was, were) or be in past participle (been).
To Be Added is a continuance of the tense of this sentence, future, whereas To Add is not.
