"Tutor" more of support, adapting to the student needs, level, requirements 

A teacher teaches certain subject according to the set syllabus in the classroom.
While a tutor is a privately arranged teacher (like we all) who works to meet a child's individual needs. He also fills the gaps in his study work. 

The role of the teacher is to teach certain subjects. Tutors respond to individual needs by filling in gaps.

In my opinion a teacher is someone who is more qualified with a university degree and a tutor is someone teaching on a casual level
