I will say that my motto when it come to learning a new language is “Never be afraid to make mistakes” because that is how we learn and that is what will give you an edge in terms of learning to speak English fluently. The more you practice, the more mistakes you make and the more you learn. If you are not certain about a conjugation or the proper grammar to express a thought, try anyway. If you are speaking to someone who is even at the same level of English speaking as you, they may be able to fill in the blanks for you at that point. After (or before) you try, you can do a quick search online (maybe Google translate) to confirm if you used the right words and sentence structure, or what the proper way to express your thought is. Never be afraid to make mistakes! That will be the secret to fluency in English.
You should practice pronouncing your vocabulary correctly. Try breaking up the word into different parts, therefore making it easier to pronounce. You should also try making sentences with different words everyday. Broaden your vocabulary by reading. The more you read, the more words you learn and the easier it gets to speak and understand the English language.

First, you need to learn grammar by heart. Next, it is advisable that you speak and practice to speak English with someone who is native english speaker or someone who can communicate in english effectively. For entertainment purposes, it would be nice if you watch or listen movies or podcasts in english :)
To speak English fluently you should learn and practice it every day. As for an accent, you know, even native speakers may have some particular accents. So, just learn the language.
You can only learn a language when you live that language.
