How long does it takes to learn English from the scratch to advanced?

There is no universal answer there. It depends on various things. First and foremost, of course, on time and effort you invest. As usual. Also, let's face it, not everyone is equally talented. Some people, just as in every human activity, need less and some more effort to achieve the same result. Then the environment. Are you surrounded with English speakers in your everyday activities and life in general? Or not. Just three things that came off the top of my head...

year is the average amount of time it will take an adult to become fluent enough to work in English if he starts out as a beginner and studies at least 5 hours a day. But everyone is different.
Some people may spent years and not get to an advanced level. In my opinion, it all comes down to dedication, effort and commitment.The most important thing for me is that the learner develops techniques for studying, set up a routine and stick to it. In my case, when I was an English Student, I didn't feel comfortable with my level of English and I made the commitment to set up a 6-8 hour study routine a day and in 3 months time it was a day and night difference.

I'd say, it really depends on an individual's ability to grasp. It can also depend on the environment, are they surrounded by people who speak English frequently? How often do they practice speaking? There is basically no universal answer to this question in my opinion.
It depends on the tutor's method and techniques, how he/she delivers and the student's learning desire, dedication and focus in spite of all this it is not measurable. It can vary.

That depends. Luckily, in my home country, English is being taught as early as primary years. So, most people can speak English fluently and can communicate in basic level.
It really depends on an individual if someone is serious even months you can be advanced.
It depends on a person’s mind and dedication. Some learn faster than the others and I guess you have to be curious and want to learn English and also practise it as much as you can
It only needs hard work and dedication to become best at English, so the more you focus on your goal of learning English the faster you learn.
You weren't very specific in your question, but I'm assuming by "advanced" you mean reaching level C1 in CEFR. At least one website informs that you'd need about 920 hours of study to reach that level. Unfortunately I can't post the link here, but if you Google it very quickly you can find this information.
