Make them comfortable, talk about something they enjoy, a hobby of theirs. Making them laugh is a great way to get them to relax and open up.
Knowing your students and their interests and ability level helps. A good tutor will be approachable and kind, and will be open to interruptions as questions arise. But also, after presenting a concept or way to use a language, asking "what questions do you have?" and providing a little wait time for students to ask.
I believe students feel free when the lessons are tailored to their interests. They are more likely to speak more on what they are knowledgeable in.

You can try playing a kind of interview game, where they will ask questions related, for example, to the topic or tense you explained. So they will talk and use it in practice and you will understand if they understood everything.
