How do you encourage students to develop fluency in English?

I like to play games where students are able to ask and answer questions with lots of repetition to enhance language skills.
simple, encourage them with all your might to speak. Don't just speak about set topics, but cover other subjects in the lesson. Stop the conversation from time to time to give positive feedback and discourage the use of google translate. Always encourage the student to paraphrase a word that they are uncertain about. All these things will increase confidence which will lead to less inhibition and a desire to speak more. The old saying "the more you do something (NOT practice) the better you will become" has never been more appropriate. Like what you have read? Why not book a lesson!
I tend to prioritize accuracy over fluency, but I understand that students need to speak as much as possible to become fluent. Watching movies and listening to podcasts can help improve fluency by enhancing auditory memory.

Mimic native sayings. Listen to podcast and watch English movies. Learn a new word everyday and practice it 100 times.
I encourage listening, and parroting. Just like when you were a baby. I know, sounds wierd. You learned language by listening and repeating, you learned language by watching non-verbal signs and practice. I encourage my students to learn active listening..
I am their resource, but they are the effort. I will provide them all they need to succeed, but they are the effort behind all the material. The student has to work to succeed in Business English. I wish there was a magic wand, but the magic is the desire to accomplish the goal!
I typically try to find out what my students are into and then I bring activities which resonate with their interests in English. I have students who are crazy about soccer, I bring a lot of soccer into the classroom - and I direct the class in accordance with my purpose for that specific day - whether is to teach a specific grammar or vocab. Some students are big Academy Awards fans, so every year, around January, i start our journey on talking about the movies in class, discussing topics, nominees and etc.... I also have students who are super political, so I bring lots of political articles, news and etc. The list goes on and on. My goal is always to bring English into students' lives. I want them to be able to communicate whichever they like to talk about in English and this process should be fun.
Using every chance to read any piece of English stories, watching TV and communicating in English.
Reading reading reading, listening to songs, and learning poems. By using the language you will achieve fluency quickly.
