The situations in which you may use “God bless you” vary based on the culture. In the English-speaking parts of the world it can be used as a response in the same way as thank you. Or as a greeting/goodbye too. You can answer “bless you” if someone sneezes.
Do you mean after a person sneezes? It is a custom in many languages because at one time people thought the heart stopped when people sneezed so to prevent death and help in case they did die, we said, "God bless you."
