You can not actually fail an IELTS test. There is no pass mark. You are given a score from 0 to 9 which shows how well you can USE and understand the English language. Many international companies and universities use IELTS to ensure that any future employee or student is able to use English to the company / university standard. Many countries, such as the UK, Canada, Australia and New Zealand also use IELTS to ensure that immigrants have the ability to speak basic English.

It simply compares the harmony of the flowers to that of the stars... meaning same harmonous path the stars portray above (in the sky), it's same with the flowers below.
