Robert Pickacard, you nailed it.
The phrase "glorified babysitter" is a demeaning phrase used to describe anyone that is doing a job that is of little singificance and requires few skills. Typically used when someone has been given a job to watch something/someone but they have few skills or little ablility and are incapable of doing a good job. It is never a complement.
